RESOLUTION
DIRECTING THE COMMITTEE ON HUMAN RIGHTS TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE NOVEMBER 25, 2017 – EXTRA – JUDICIAL KILLING OF APOLONIO MARANAN, MEMBER OF ANAKPAWIS PARTY-LIST SOUTHERN MINDANAO REGION CHAPTER, ALLEGEDLY BY ELEMENTS OF 16TH INFANTRY BATTALION OF THE PHILIPPINE ARMY (IBPA) IN BUHANGIN DISTRICT, DAVAO CITY

WHEREAS, at around 7:49pm of November 25, 2017, Apolonio Maranan, 64 years old, was killed on his way out of his house to buy dinner for his family in DDF Village, Brgy. Mandug, Buhangin District, Davao City, allegedly by members of the 16th Infantry Battalion of the Philippine Army (IBPA), according to the human rights group Karapatan – Southern Mindanao Region;

WHEREAS, the victim was an active member of Anakpawis Party-list in Davao and a local campaigner during the 2016 national elections;

WHEREAS, according to Teresita Maranan, the victim’s wife, about five minutes after he left their house, she heard a series of gunfire, hence, she immediately ask her son to check on his father, where, they found the victim’s body on the ground, already bloodied, with the motorcycle-riding suspects rushed to escape;

WHEREAS, the victim sustained multiple gunshot wounds and died on the spot;
WHEREAS, local leaders of Anakpawis said that the victim as an active supporter of Mandug farmers on their struggle for their rights to land and against Lapanday Food Corporation;

WHEREAS, the victim’s family also disclosed that after the April 2017 burning of Lapanday’s equipment by alleged members of the New People’s Army (NPA), he observed that he was under military surveillance;

WHEREAS, prior the killing, the victim was confronted by men who introduced themselves as intelligence assets of the military, threatened and questioned him of whereabouts of members of the NPA and promised to facilitate their surrender, according to his wife;

WHEREAS, in reality, the victim was known as a simple electrician in the locality who works and charges low fees, and sometime provide freebies to his customers;

WHEREAS, before his death, he was busy preparing for the birthday party of his grandchild, set up the venue, tables and chairs and other needs, hence, they were totally shaken as they were used for his funeral instead;

WHEREAS, according to Karapatan – SMR, Maranan was the 55th victim of extra-judicial killings in the Davao region under President Rodrigo Duterte;

WHEREAS, the group also professed that that after President Duterte’s threats of “all-out” war and crackdown on legal activists, human rights violations such as extra-judicial killings, harassments, filing of trumped up charges escalated, with most of the victims belonging to the rural poor sector;

WHEREAS, Maranan was among the first wave of civilian casualty of President Duterte’s Proclamation No. 360, or the declaraton of the termination of peace negotiations with the National Democratic Front of the Philippines (NDFP) signed last November 23, 2017;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Committee on Human Rights to conduct an inquiry, in aid of legislation, on the November 25, 2017 – Extra – judicial Killing of Apolonio Maranan, member of Anakpawis Party-List Southern Mindanao Region Chapter, allegedly by elements of the 16th IBPA in Buhangin District, Davao City.
