RESOLUTION
DIRECTING THE COMMITTEE ON HUMAN RIGHTS TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE DECEMBER 4, 2017 – EXTRA-JUDICIAL KILLING OF REVEREND FR. MARCELITO “TITO” PAEZ, NATIONAL BOARD MEMBER AND REGIONAL COORDINATOR OF RURAL MISSIONARIES OF THE PHILIPPINES (RMP) – CENTRAL LUZON BY ALLEGED GOVERNMENT SECURITY FORCES IN JAEN TOWN, NUEVA ECIJA

WHEREAS, on December 4, 2017, Reverend Father Marcelito “Tito” Paez, 72 years old, a priest under the Diocese of San Jose City, Nueva Ecija was killed by alleged government security forces on December 4, 2017 in Jaen town in the same province, according to the Rural Missionaries of the Philippines (RMP) and Alyansa ng Magbubukid sa Gitnang Luson – Nueva Ecija (AMGL – Nueva Ecija);

WHEREAS, Fr. Paez, was a National Board Member – Treasurer and the Regional Coordinator of the RMP – Central Luzon; was active for his advocacies in defending the rights to land of farmers in Brgys. Manggang Marikit, Bagong Barrio and Yuson (Mambayu), Guimba town and other parts of Nueva Ecija, Hacienda Luisita in Tarlac, Hacienda Dolores in Pampanga and other parts of Central Luzon;

WHEREAS, reports from AMGL – Nueva Ecija stated that at around 8pm on December 4, Fr. Paez was driving his vehicle along a road in Jaen town when he was shot upon by motorcycle-riding men; immediately after the incident, he was brought to Gonzales General Hospital in San Leonardo town but was declared dead at around 10pm;
WHEREAS, the group added that in the 80s, Fr. Paez actively campaigned against Bataan Nuclear Power Plant (BNPP) and became a leader of the Central Luzon Alliance for Sovereign Philippines (CLASP) that demanded the ouster of the US military bases in the country; he was also a Convenor of the Promotion of Church People’s Respons (PCPR) – Central Luzon, Convenor of the Nueva Ecija for Change, Justice and Peace;

WHEREAS, according to the Catholic Bishops Conference of the Philippines (CBCP), Fr. Paez was active in leading church services for communities and victims of human rights violations in the province and in the region;

WHEREAS, leaders of AMGL – Nueva Ecija and some religious leaders were still able to get an account from Fr. Paez at the hospital:

• prior the incident, he helped facilitate the release of political prisoner and peasant organizer of AMGL – Nueva Ecija Rommel Tucay, who was arrested on March 22, 2017, by elements of the 56th Infantry Battalion of the Phillipine Army and accused him as a member of the New People’s Army (NPA);
• Fr. Paez who was driving his vehicle, noticed that thay are being tailed by unidentified motorcycle-riding men and upon reaching Zaragosa town, the men put on their bonnet;
• then arriving Jaen town, the assailants shot upon him while driving, resulting two gunshot wounds at his left side, lower back;
• Fr. Paez was still able to sought help from bystanders, and among them called for police assistance, and they rushed him to the Gonzales General Hospital in adjacent town San Leonardo; and he died on about 10pm;

WHEREAS, Fr. Paez is the latest addition to the list of victims coming from the religious sector of extra-judicial killings in Central Luzon, following the killing of Iglesia Filipina Independiente (IFI) Father William Tadeña in March 2005 in La Paz, Tarlac, and Bishop Alberto Ramento in October 2006 in Tarlac City, who were both supporters of Hacienda Luisita farmers; and Dutch Missionary and development worker Willem Geertman who was also a supporter of farmers in Central Luzon was killed in July 2012 in Angeles City, Pampanga;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Committee on Human Rights to conduct an inquiry, in aid of legislation, on the December 4, 2017 – extra-judicial killing of Reverend Father Marcelito “Tito” Paez, National Board Member and Regional Coordinator of Rural Missionaries of the Philippines (RMP) by alleged government security forces in Jaen town, Nueva Ecija.
