RESOLUTION
DIRECTING THE COMMITTEE ON HUMAN RIGHTS TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE JULY 24, 2017 – EXTRA-JUDICIAL KILLING OF ALBERTO TECSON, LEADER OF FISHERFOLK GROUP NAGKAHIUSANG MAG-UUMA UG MANGINGISDA SA BULADO (NAMABU), BY ALLEGED MEMBERS OF THE 79TH INFANTRY BATTALION OF THE PHILIPPINE ARMY IN BRGY. BULADO, GUIHULNGAN CITY, NEGROS ORIENTAL

WHEREAS, on July 24, 2017, Alberto Tecson, 45, leader of fisherfolk group Nagkahiusang Mag-uuma ug Mangingisda sa Bulado (NAMABU), affiliated with the national fisherfolk group Pamalakaya – Pilipinas, was killed by alleged members of the 79th Infantry Battalion of the Philippine Army (IBPA) under the Armed Forces of the Philippines (AFP) in Brgy. Bulado, Guihulngan City, Negros Oriental;

WHEREAS, reports from human rights group Karapatan – Negros said that that around 10 o’ clock in the evening, six (6) unidentified men knocked on the victim’s house and immediately shot him in front of his two children, subsequently, was dragged outside of his house and was shot again;

WHEREAS, a day prior the incident, the victim’s wife, Lorna attested that soldiers under the 79th IBPA visited their house and accused him of transporting members of armed groups using his pump boat, which the victim immediately denied;

WHEREAS, the victim’s wife added that hours before the incident, soldiers went back to their community and searched for the victim;

WHEREAS, according to Unyon ng Manggagawa sa Agrikultura (UMA), Tecson is the 2nd casualty of extra-judicial killing spree in Guihulngan City, that victimized at least 8 in a span of three months;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Committee on Human Rights to conduct an inquiry, in aid of legislation, on the July 24, 2017 – Extra- Judicial Killing of Alberto Tecson, leader of fisherfolk group NAMABU, by alleged members of the 79th IBPA in Brgy. Bulado, Guihulngan City, Negros Oriental.
