RESOLUTION
DIRECTING THE COMMITTEE ON HUMAN RIGHTS TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE DECEMBER 9, 2017 – EXTRA – JUDICIAL KILLING OF BERNARDO CLARION AND ENFORCED DISAPPEARANCE OF HIS BROTHER BENJIE, BOTH CULTURAL ACTIVISTS AND MEMBERS OF SULONG KULTURA (SUKUL), BY ALLEGED ELEMENTS OF THE ARMED FORCES OF THE PHILIPPINES (AFP) IN BUHANGIN DISTRICT, DAVAO CITY

 

WHEREAS, on the eve of International Human Rights Day on December 9, 2017, Bernardo Clarion, 24, a cultural activist and member of Sulong Kultura (Sukul) was found dead at Brgy. Callawa, Buhangin District, Davao City while his brother Benjie, 22, also a member of the said artists’ group, was abducted and still missing as of this writing; the victims were residents of Brgy. Mandug, in the same district;

 

WHEREAS, the victim’s family members said that Sukul actively joined protests in Davao City, by performing cultural numbers and with their latest during a tribute activity for another victim of extra-judicial killing for Apolonio Maranan, who was an active Anakpawis member and local labor leader, killed last November 25, 2017;

 

WHEREAS, on December 8, 2017, the victims visited a friend’s house at Brgy. Callawa in the said district and around 6 o’ clock in the evening, a van with unidentified men raided the house, with reports that their friend was wounded in the incident;

 

WHEREAS, subsequently, the whereabouts of the victims were unknown, until the lifeless body of Bernardo was found the next day, but his brother Benjie, remains missing;

 

WHEREAS, according to human rights group Karapatan Southern Mindanao Region, Bernard Clarion, the father of the victims and a human rights activist in Davao City, was also a victim of extra-judicial killing in 2014;

 

WHEREAS, as of this writing, Bernardo Clarion is the 57th victim of political killings in the Davao region under the watch of the Duterte administration and second in just a span of two weeks in Buhangin District;

 

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, that the Committee on Human Rights to conduct an inquiry, in aid of legislation, on the December 9, 2017 – Extra – judicial Killing of Bernardo Clarion and Enforced Disappearance of his brother Benjie, both cultural activists and members of Sukul, by alleged elements of the AFP in Buhangin District, Davao City.
