Farmers belonging to the peasant group Kilusang Magbubukid ng Pilipinas and Anakpawis party-list today filed criminal charges against resigned Ombudsman Merceditas Gutierrez in relation with the P728-million fertilizer fund scam before the Department of Justice.
The complainants include Anakpawis Partylist Representative Rafael V. Mariano, the Kilusang Magbubukid ng Pilipinas (KMP), Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (PAMALAKAYA), AMIHAN, Unyon ng Manggagawa sa Agrikultura (UMA), Kalipunan ng mga Samahang Magbubukid sa Timog Katagalugan (KASAMA-TK), Alyansa ng mga Magbubukid sa Gitnang Luzon (AMGL), and the National Union of Peoples’ Lawyers (NUPL) accused resigned Ombudsman Gutierrez of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act tantamount to obstruction of justice and perjury in connection with the graft complaint filed by the said organizations against Gloria Macapagal-Arroyo on the issue of the fertilizer scam.
Mariano said “Gutierrez served as the main protector of the mastermind behind the plunder of the P728 million fertilizer funds in 2004.”
“As a willing accomplice in the plunder of farmers’ funds, Gutierrez must be held criminally liable,” says Mariano.
Mariano added that “this complaint forms part of the peasantry’s quest for justice and accountability from the Arroyo regime. This also sends a strong political message to the Aquino administration that farmers are closely keeping an eye on his administration and that raiders of the nation’s coffers cannot simply get away with their crime.” #
